Where a 25 KB limit is used
The Punjab Public Service Commission’s Online Application Procedure says the photograph and the CNIC front image should each be less than 25 KB. The number also turns up on university admission portals and on job forms that copied the PPSC wording, so it is one of the most searched sizes in Pakistan.
If your form is PPSC, use the PPSC page on this site: it has both PPSC documents quoted and the CNIC option set up. This page is for any other form that asks for 25 KB.
What a photo looks like at 25 KB
For a head and shoulders photo against a plain wall, 25 KB is comfortable: the tool keeps the full passport size of 413 × 531 pixels at a reasonable JPG quality, and on the form the picture looks sharp. The difference from 30 KB is small; the difference from 10 KB is large.
A busy background, a patterned shirt or a photo taken indoors at night eats the budget quickly. The tool then lowers the quality or the pixel size to stay under the limit, and the face loses detail. Take the picture in daylight against a plain wall and the result at 25 KB is as good as the original at phone size.
A CNIC at 25 KB
A CNIC image is harder than a face, because the small printed text needs pixels. Crop the picture tightly to the card, keep the card straight and flat, and photograph it in daylight without flash glare. Then choose “Full image” in the tool so the whole card is kept rather than a passport crop. Check that the CNIC number and name are still readable in the result before you upload.
Why the file is a little under 25 KB
Forms say “less than 25 KB”, and software counts a KB as either 1,000 or 1,024 bytes. The tool stops slightly below the limit so the file passes under both ways of counting.

Questions
- How do I reduce a photo to 25 KB?
- Choose the photo in the tool on this page, place your head and shoulders in the frame, and download. The file is a JPG just under 25 KB, made in your browser.
- Which forms need a photo under 25 KB?
- The PPSC Online Application Procedure states this limit for the photograph and the CNIC image. Other forms use it too; check the instructions on your own form.
- Can I compress a CNIC image to 25 KB?
- Yes, with “Full image” selected. Crop the photo tightly to the card first, because the printed text needs every pixel at this size.
- Will the photo be blurry at 25 KB?
- Not if it is a plain head and shoulders photo in good light. At 25 KB such a photo keeps the full passport pixel size. Busy backgrounds and dim light are what make a small file look rough.
