The form checks the size itself
The registration form measures the file the moment you choose it. If the file is larger than 20 KB the form clears your selection and shows the message “Maximum size exceeded. Picture size must be less than 20KBs”. You cannot continue with that picture until you choose a smaller file.
The picture field on the form is labelled for PNG, JPG and JPEG files. JPG and JPEG are the same format, and for a photograph it gives a much smaller file than PNG, so that is what this tool saves.
Getting a clear face at 20 KB
20 KB is a small file, and a busy background wastes much of it. Stand in front of a plain wall, keep your face evenly lit, and crop to head and shoulders. A plain background compresses to almost nothing, which leaves the detail for your face.
The form does not state a width or height. The tool keeps the passport shape and lowers the pixel size only as far as needed to get under 20 KB.
