Two images, one limit
The images are uploaded in the third phase of the PPSC application, called “Images Uploading”, after you have selected the post and paid the fee. The same 25 KB limit applies to the photograph and to the CNIC image.
A CNIC has small printed text, so it is the harder of the two. Photograph the card flat, in good light, filling the frame, and crop away the table around it before you compress. The less empty background there is, the more of the 25 KB goes to the text.
Sizes you may have seen elsewhere
Some websites list a PPSC size of 140 × 177 pixels with a separate signature. Those figures appear on Indian exam websites, where PPSC means the commission in Indian Punjab. The Pakistani PPSC procedure states a file size of less than 25 KB and does not mention a signature image.
The procedure does not state pixel dimensions or a file format. JPG is accepted by every portal listed on this site, so this tool saves JPG.
