“Image size is too large. Maximum 1 MB allowed”

How the portal checks the picture
When you choose a picture, the portal checks two things: that the file is an image, and that it is smaller than 1 MB. If the file is too large, it shows “Image size is too large. Maximum 1 MB allowed” and does not show the picture.
The portal does not state a width, a height or a background colour. A normal passport style photo, head and shoulders against a plain background, is the usual choice for a job application.
Why a phone photo fails
A photo taken with a phone camera is usually between 2 MB and 8 MB, so it is refused even though it looks like an ordinary picture. The tool on this page crops it to the passport shape and saves a clear copy of about 200 KB or less, well inside the 1 MB limit and quick to upload on mobile data.
Individual departments that advertise through the portal can ask for other documents in their own advertisements. Read the advertisement for the post before you apply.
