Challan Form 32-A (Punjab): what it is, how to fill and verify it
By Umair Tahir · Updated 3 November 2026
Challan Form 32-A is the printed slip used to pay money into a government account through a bank. Recruitment forms, licence applications, stamp duty and many departmental fees ask for “a paid challan” and assume you know what that is. This page explains the form box by box, the newer Challan 32-A generated by the Punjab e-Stamping portal, where each kind is paid, how to verify a paid challan, and when a department now asks for a PSID instead. Every rule quoted here is from a Punjab government page or the Punjab Treasury Rules; where no official text was found, the page says so.
What the form is
A specimen published by the Punjab Blood Transfusion Authority shows the standard layout. The header reads “FORM NO. 32-A, CENTRAL / PROVINCIAL, Challan of cash paid into the National Bank of Pakistan”, with a reference to rule 2.20 of the Subsidiary Treasury Rules. The Punjab Treasury Rules handbook explains the purpose: “Any person paying money into a Government Treasury will present with it a memorandum (Challan)… which will show distinctly the nature of the payment and the person or officer on whose account it is made.” Where a bank does the treasury’s work, the challan is presented to the Treasury Officer, who endorses it with an order to the bank to receive the money and grant a receipt.
The handbook itself calls the challan “Form S.T.R. 4”, while the forms in circulation carry “Form No. 32-A”. No official page states the equivalence in so many words; the layout and the rule they cite are the same.
The boxes, one by one
| Box | Who fills it | What goes in it |
|---|---|---|
| Challan No. | Department or treasury | The serial number of the challan |
| By whom tendered | You | Your name, as the person handing over the money |
| Name and address of the person on whose behalf money is paid | You | The applicant, if someone else is paying for you |
| Full particulars of the remittance / authority | You | What the payment is for, for example the post or licence and its reference |
| Amount | You | The exact fee, in figures |
| Head of Account | Department or treasury | The government account code, for example C02871 on the specimen |
| Order to the Bank | Treasury officer | Signature and designation of the officer ordering the bank to receive the money |
| Rupees (in words), Received Payment, Date | Bank | Amount in words, the bank’s stamp, date and signature |
The head of account is the box people most often get wrong. It is not something to guess: the advertisement, the department’s notice or the officer issuing the challan gives it. A payment credited to the wrong head is treated as not paid for that purpose, and the Treasury Rules require receipts to be written in figures and in words and credited to the proper head.
Challan 32-A from the Punjab e-Stamping portal
For stamp duty, the Board of Revenue’s e-Stamping portal generates the challan for you. Its FAQ says: “Generate Challan 32-A for Stamp Duty, Deficient CVT and Deficient Registration Fee or Comparison Fee”, and that the citizen “shall visit the designated bank branches to pay the relevant duty mentioned on Challan 32-A” and gets the e-Stamp certificate on the spot from the same branch, printed on legal-size security paper. The portal lists judicial e-stamps from Rs 21 to Rs 15,000 and non-judicial e-stamps from Rs 500 upward, and shows Bank of Punjab as its partner bank.
- If the challan is still unpaid and a detail is wrong, generate a new one; the FAQ says an unpaid challan can simply be replaced.
- Once a challan is paid, no particular can be changed; the FAQ says you have to submit a refund application.
- Print the challan or keep it on your phone; the bank counter needs its number.
How to verify a paid challan
The only official verification found is the e-Stamping SMS service. Send “Challan”, a space, and your 13-digit CNIC without dashes to 8100 to receive your last two paid challan numbers. Send “eStamp”, a space, and the 16-digit e-stamp number to 8100 to receive the stamp’s details. For a departmental treasury challan, the bank’s stamped copy is your proof; no public Treasury or bank website for verifying a printed 32-A was found, so keep the original and a clear scan.
Challan or PSID?
Many Punjab fees have moved to ePay Punjab, which issues a 17-digit PSID that is paid from a banking app, an ATM, a wallet or a bank counter instead of a paper challan. PPSC, for example, says its fee may be paid “using any option under Government Payments (Punjab)”. No official page says Form 32-A has been abolished, and the e-Stamping portal still generates it, so follow what your advertisement or office asks for: a challan if it names a head of account and a bank, a PSID if it sends you to ePay Punjab. The PSID guide on this site explains the second route.
Uploading the paid challan
When an online form asks you to attach the paid challan, photograph the bank-stamped copy flat, in daylight, with all four corners visible, and convert it to a PDF if the form asks for one. The tool linked below does that inside your browser; the challan is not uploaded anywhere.
