PAVE Phase 2 e-bike scheme: registration date, documents, subsidy

By Umair Tahir · Updated 1 November 2026

PAVE, the Pakistan Accelerated Vehicle Electrification Program of the federal Ministry of Industries and Production, is the national e-bike and e-rickshaw subsidy scheme that runs on pave.gov.pk, a PITB-built portal. Its first round registered applicants from September 2025 and allotted vehicles by e-ballot. A second phase was approved by the Economic Coordination Committee in May 2026 and has been widely reported as first-come, first-served, but as of 1 November 2026 the portal carries no Phase 2 date. This page separates what the portal itself states (eligibility, documents, money, delivery) from what has only been reported, so that you have the documents ready and know where the real announcement will appear.

Several look-alike websites already carry “PAVE Phase 2 registration” pages with dates such as “first week of October” or “last date 7 November”. None of them is official and none of those dates appears on the portal. The programme’s FAQ is explicit that “applications are accepted only through the designated online portal”; nothing filled in elsewhere counts, and no office or agent can register you.

Who can apply (portal rules)

  • “All Pakistani citizens, including residents of Gilgit-Baltistan and AJK, can apply.” Age 18 to 65 for e-bikes, 21 to 65 for e-rickshaws and loaders.
  • Government employees can apply on the same terms; students only “if they meet the minimum age requirement and can fulfill the documentation and repayment conditions set by the bank”.
  • 25% of the e-bike quota is reserved for women.
  • One vehicle per individual. Someone who already received an electric vehicle through any government scheme cannot apply again (“duplication of benefit”); an application in a provincial scheme does not bar you, but the Steering Committee decides on duplicate benefits.
  • A driving licence is not needed to apply, only to drive the vehicle afterwards.

Documents the portal lists

Quoted from the pave.gov.pk FAQ, 1 November 2026
DocumentWhen it is neededNote
Valid CNICRegistration (bank lease and self-finance)The application is tied to the CNIC; one application per CNIC
Recent photographRegistrationPlain background, face clear; the portal gives no pixel or KB rule
Proof of income or bank accountBank-lease applicationsSalary slip, bank statement or account proof as the bank asks
Additional documents required by the financing bankAfter the bank picks up the applicationEach of the 17 partner banks has its own list
Proof of residence and payment confirmationSelf-finance applicationsUploaded after paying the maker directly

The portal does not publish file sizes, which is where most uploads fail: a phone photo of a CNIC is 2 to 5 MB and many government forms refuse anything over 1 MB. Photograph each document flat and upright, crop to the edges, and save a JPG between 200 KB and 1 MB; the resizer on this site does that in the browser, and the same files will serve the bank’s own form later.

The money, as the portal states it

Figures quoted from pave.gov.pk; the page itself gives two subsidy figures for e-bikes
ItemBank leaseSelf-finance
Your share of an e-bike“Up to PKR 50,000”; the rest is financed at 0% markupYou pay the maker the full price; subsidy of Rs 80,000 paid after delivery

Rickshaw or loaderYour share up to PKR 200,000; loan up to PKR 1,100,000Subsidy of Rs 400,000

Approved models are the only ones you can choose, and the portal’s vehicle list prices most e-bikes between Rs 201,000 and Rs 290,000 (for example Jolta JE 70L Rs 237,900, MS Jaguar E-70 Rs 239,900, United EV Bullet Rs 250,000, Road Prince E-Go-2 Rs 250,000), with a few higher-range models up to Rs 577,000 whose excess over Rs 250,000 you pay yourself. Rickshaws and loaders run from Rs 800,000 to Rs 1,330,000. Partner banks include NBP, Bank of Punjab, HBL, UBL, MCB, Allied, Askari, Alfalah, JS, Soneri, Meezan, BankIslami, Al Baraka, Faysal, Bank of Khyber, Sindh Bank and Samba.

After you apply

  1. Approval: “You will be notified through the web portal, SMS, or email once your bank approves the application and your vehicle is allocated.” Keep the SIM on your CNIC active.
  2. Ballot result (first round): the portal has a Ballot Result page where you enter your CNIC and solve a captcha; it labels the list provisional, “subject to errors, omissions, and screening”.
  3. Delivery: the manufacturer delivers within 60 days of the payment being processed; the delivery address is confirmed on the portal with your bank.
  4. No changes after submission: the model and financing choice cannot be changed once submitted, and the vehicle cannot be sold before the loan is paid off.
  5. Tracking: “You can track your application and vehicle delivery status through the program’s online portal.”

What to do now

  • Make clean scans of your CNIC (front and back), a passport-style photo on a plain background, and your income or bank proof, and keep them in one folder.
  • Decide bank lease or self-finance in advance; the choice cannot be changed later, and the portal’s notice shows that switching was allowed only for seven days in the first round.
  • Pick two or three approved models under Rs 250,000 from the portal’s list so you are not choosing under time pressure if Phase 2 really is first-come, first-served.
  • Check pave.gov.pk directly, or call 1048, rather than trusting a date from a blog. This page will be updated when the portal posts the Phase 2 window.
